Goa imposes ESMA on pharma sector for 6 months

PANJIM: The State government on Wednesday imposed Essential Services Maintenance Act (ESMA) on the pharma sector fearing possible strike.

The ESMA has been imposed for a period of six months prohibiting strike in all establishments engaged in manufacturing, packaging, distribution and transportation of pharmaceutical products and components thereof in the pharmaceutical sector in the State of Goa with immediate effect.

“The Government of Goa in exercise of the powers conferred upon it by sub-section (I) of Section 3 of the Goa Essential Services Maintenance Act 1988 and being satisfied that in the public interest it is necessary so to do hereby prohibit strike in any form in all establishments engaged in manufacturing, packaging, distribution and transportation of pharmaceutical products and components thereof in pharmaceutical sector in the State of Goa with immediate effect,” an order issued by Under Secretary (Home I) said.

Reacting to the development, Goa Pharmaceutical Manufacturers’ Association (GPMA) President Dr Praveen Khullar said, “We should welcome it. It is for the public at large. If the industry has to work at difficult times like Covid-19 when people risked their life to manufacture medicines; it is a noble profession. People need to encourage it as it is for the benefit of the people and not for the industry. If pharma companies are closed then it is the patients who get affected. When the government is ensuring the health of the people, people should welcome it.”

The pharmaceutical sector in Goa not only provides employment and foreign exchange to the State exchequer but is also a manufacturing hub, accounting for more than 12 per cent of the pharma production in the country.
